Project Filelist for SLA Management Framework

Initial release of the GT4 Policy Decision Point (PDP) for the SLA Management Framework.

This PDP checks an SLA Manager for the validity of an SLA Id extracted from the Message Context and returns true if the SLA Id is valid (which is checked for by the SLA Manager).

Obviously, to use this PDP, you need to have a functioning SLA Manager set up.
